I don't think we have conflicting info, just conflicting interpretations of that info.
I added the pic to illustrate the difference between the Bulova crystal # and case #. Tickers crystal packet list's the Bulova crystal equivalent and either 1 or 2 models that it fits. There are many crystal packets that have multiple models listed on them.
Until there is an ad that shows the 1966 Excellency I just don't know whether it is different than a 2687 case.

I would agree , if the Dial on the Watch depicted above could be shown to be original. (Anyone can print 'EXCELLENCY' on a Dial)
The Jewel count is incorrect for We are familiar with in an 'EXCELLENCY' Watch - Vintage ads show the 'EXCELLENCY' series' as having 21 Jewels in the late 1940's and 23 Jewels in the late 1950's.
Diamonds on the Dial say 'Beau Brummel', possibly.
Greg - I say two stars. Likely that "Excellency" missing from yours means it isn't and Excellency. Is it possible that a 21-23 j count in this case style IS and Excellency and 17 j is something else? Doubt that one would add the diamond chips and then remove the Excellecy script. Also don't think it's an Engineer based on the difference in the dial.

The Watch on the left is New, Old stock, an 'original' Bulova Watch with a 17 Jewel Movement, the case number printed inside is 2687.
According to the Owner/Seller the 17 Jeweled Watch on the right has a refinished Dial.
The Bulova 'EXCELLENCY' series of Watches were 21 Jewels in the late 1940's and 23 Jewels in the late 1950's. The 'EXCELLENCY' script showing on the refinished Dial above does not appear in any ads post the early 1950's and the late 1950's 'EXCELLENCY' sereis was/is Dialed with the familair '23 Jewel' insignia.
