Dear Andersok,
on this German Website you can see, that the Bulova movement 11 ANACB was built with 17 and 23 jewels.

Welcome to MyBulova Harry_4711.
I'm going to go with Ken (Andersok) on this one, wrong jewel count to be a Golden Clipper "H".
Based on non-standard serial number that is usually seen on non-US produced Bulovas, I'm inclined to say this is an "International", possibly a European produced Golden Clipper for the European market. It could very well have a different name to reflect jewel count and possibly the band (if original) as well.
A photo of movement and inside of case back would help a lot. Based on currently available information, I would be inclined to put this one under "International" with or without the name "Golden Clipper" as the variant until more info is available.
