I think I'm two for two on unknown watches. To me this looks like a complete match to an unknown watch entered into this site on 4 February 2018 by neatstuf-4-u.

Yes,Indeed. It's a match to the one I entered  in 2018 and unfortunately it's still an unknown.

Certainly a case, dial and hands match for a 1951 Bulova His Excellency "B", but the movement is incorrect so I'm suspecting these 17 movements are replacements...just a thought.

We currently have a single example ID'd as His Excellency "B" dated 1951 in the database. That one  has ad shown "X" shadow dial, 21J movement, as well as a fine band of engraving around the crystal that is apparent in the ad if you really look for it.

Subject watch, as well as the other example I uploaded are something else. It's anybody's guess if they are HE variants.

Tough call on the His Excellency. We have ID'd if case and dial match but replacement seems likely for the movement. I'm leaning toward Unknown.....

As it stands it's certainly not part of the HE group as they are all 21 jewelled. So it would be either a movement swap or another unknown model sporting a 17 jewelled movement. Best we can do for now I guess is to classify as unknown.
