This is a Bulova Ladies watch in 14 KT Rolled Gold Plate
Copper colored Dial with Black Numbers and Border.
After doing some research for this model I believe this is probably a Claire. It seems that Victoria was only on a cord band and was advertised until 1947. In 1947 it came out as Claire with a expansion band. Because this has a 48 case with an expansion band I believe it is a Claire.

Yes that ad shows the watch well. Dec 46 was probably the release of Claire and 47 was transition year. I don't find any Victoria ads after 47. So with your case being a 48 it puts it at Claire for me. The only reason I am looking at yours is because I have one to post and was doing the research for it. It will be nice for the panel memebers going forward for future entries to the DB to have the information.
