We have this ad from 1951. It shows there are HE's with diamond dials.
We have two more examples of the OP's watch with the correct jewel count/hands. http://www.mybulova.com/watches/1948-unknown-5007

This points to the watch being a legitimate Bulova release and not a Frankenwatch.
