I believe this is a Dewey. It shows up in a 1947 ad, which is consistent to the engraving on the back.

The watch is missing its crystal and is currently not running.

Hi John,  Welcome to myBulova!  I think you are right on the ID.  I think I will go with the serial # on the case for the year.  If you could get a photo of the movement that would be wonderful.  Here is a similar watch.

The seller had a picture of the movement, but I did not take one myself, that is where I got the movement number from. 

I am not sure if I have the tool to open it up, any suggestions how to open the back without doing any damage?

In the photo of the movement can you see a date code?  It will most likely be a 46, 47, triangle or square.

It is best to use the tool if you can get one or you risk scratching the back.  Also you can take it to any jeweler and they are happy to pop them open so you can take a photo.  You can ask the seller if it is ok to use his photo too.

Hi JohnB, welcome! I think you are spot on in your initial ID, It's a Dewey. I'm with Kathy on dating. By case s/n, it's a 1946. It's not uncommon to see dedications on watch backs 1-3 years later than production date. Jewelers rarely sold out stock on a yearly basis.

1946 Dewey it is.

I downloaded your photo and enlarged it to look for a date code. After some contrast manipulation, it appears there may be a triangle just to the left of the box with "8AH" in it, right over the teeth of the brass colored gear. I may be seeing pixelation in the photo, but a triangle would be 1945 and make sense.

I actually looked at that movement trying to figure this out. I'm not quite sure what those numbers are, but don't think they are a date.

I don't know either but curious.  I noticed the one on the right is there on others but not always a number on the left.  Interesting : )
