Hello emartor, Yes it looks like you are spot on the ID as President. The roman numerals are the last 3 digits of the serial # on the case. I think you see this more in pocket watches and I am not an expert on this by any means but I believe it was to keep parts together or to show they were original. Maybe someone else will be able to give you a more detailed answer than I am able to. Great looking watch and great find.
