Welcome to mybulova, nice watch. I have been back to this one a few times, and can't yet come to a conclusion. Case appears the same as the His Excellency "F", but the face and sweep center second hand don't match.

The face appears to be Bulova 23, like this one?

At this point, I hesitate to say it's a "mix and match", but that is a possibility. However, there were a lot of Bulova 23 models and not very many other models with a 23 jewel movement in 1960.. Those I reference are 58 and 59 models, so it's possible it could also be a His Excellency as well. My gut feeling is it's a Bulova 23, there are still a lot of "23 variants we have yet to identify.I'm still digging, so for now i'm at

1960 Unknown.

but tentative Bulova 23 - unknown variant.

My feeling too, I suspect the second hand is not original to the watch. Will look through the linebooks.

A Bulova 23 would be selfwinding, so I would not include this watch in that model group.

There are many waterproof His Excellency model variants unidentified; the President line also had the 23 manual wind center hand, as did the Commander.

I don't find a match to this one, and will go with Unknown for now.

I overlooked the self-winding factor, good point.

I'm at unknown.

Linebook shows your watch as a Commander "DW". Second hand will be a replacement.
