I would say this is one of the many Bulova 23 models. I found a couple of ads showing a possible match to this case in both yellow and white, but not with the dark color dial. I also checked the Regatta 23 line and did not find a match.

That sure does look like the case, Nothing about a charcoal dial though.

I'm convinced it is the original dial to the case ,  I come across the same watch  listed now and then.

I feel the case is a match to your watch, as is the dial, except for the color. The charcoal color you have is likely original, as I have also seen this color on other 23 models, and Bulova watches around this time were being advertised with a charcoal color dial option. There are over 100 different variants for the 23 line at different price points, and maybe a third of those we have ads for.

It's a nice match for the Bulova '23' B.

A 23 for certain. I don't think it's a B though, that one doesn't have a black dial.

It's a 23 for sure but it's not a black dial,  it's Gray and some listings call it a Tropical Dial
