Appears to be a good ad match to the Commodore.

I agree, matches the Commodore. Should be a top loader with a split-stem.

What does that mean and the date code on the inside says L4

To access the dial and movement it requires removing the bezel, crystal, and crown instead of the typical removing of the back.
