After doing some research for this model I believe this is probably a Claire.  It seems that Victoria was only on a cord band and was advertised until 1947.  In 1947 it came out as Claire with a expansion band.  Because this has a 48 case with an expansion band I believe it is a Claire.

Well done, Kathy. Based on new ad evidence, I'm going to agree with that, and change my vote to

Yes that ad shows the watch well.  Dec 46 was probably the release of Claire and 47 was transition year.  I don't find any Victoria ads after 47.  So with your case being a 48 it puts it at Claire for me.  Kind of like my Beverly https://www.mybulova.com/watches/1928-beverly-10460 In these instances we have to do our best to figure out when the cut off was for IDing.

The only reason I am looking at yours is because I have one to post and was doing the research for it.  It will be nice for the panel memebers going forward for future entries to the DB to have the information.
