I was thinking a 1945 Goddess of Time but I couldn't find an ad match from 44 to 46 or any examples in the database from 44 to 46

This looks like a Miss Air Warden or Trained Nurse missing the second hand.  I am not quite sure without doing some research when the changeover year was.  I am thinking 1947 making this a Miss Air Warden noting missing second hand.  Will take a look at the ads to see if it is clear or not.  Like this one: https://www.mybulova.com/watches/1943-miss-air-warden-9851

Ok I found ads in 1945 and 1946 for Miss Air Warden so Trained Nurse did come later.

Looking really close at it I can see the post for the missing second hand. I just assumed like a lot of the petite lady's watches that it didn't have one.

Also missing the center sweep transfer wheel on the movement.

The jewel next to the centre wheel should have an extended pivot- it should be visible sticking up past the jewel. It holds the centre sweep driving wheel, which as noted, is missing, along with the centre sweep pinion and hand. 

If there is no protruding pivot end to that arbor, it would mean that it either got broken off or has been replaced with a non-sweep version. 

Regardless, 1945 Miss Air Warden.

It would certainly be worth finding a donor movement for parts to complete the watch.
