I bought two of them this year, but they are the only ones that I have seen on eBay. Last I looked they were the only Templar watches in the data base. How rare is this watch, is a very difficult question for any watch, especially when it is not known how many were made. You have to judge availability based on how many you see online for sale.

There are a couple of factors that affect availability that I call the Sock Drawer Syndrone.

1. If I were to identify this Templar watch as rare, within a short time this same model will show up on our favorite auction site. These old watches just live in sock drawers, waiting for someone to declares them rare. And this of course makes that watch un-rare.

2. If a watch in excellent condition sells for an exorbinant price and this particular watch is hard to come by. Within a short time you will see more of the same watch appear out of the sock drawers for higher than normal prices (many in the Buy-it-Now category) at your favorite auction.

I am a little lost here...why has it been decided that this watch is not a Templar?...It sure looks like the ones in the Bulova ads (see SEP, March 17, 1928, page 126).

It is very similar, BobT, but check the engraving pattern on the sides of the bezel, and look at the thickness of the bezel.  I've posted a clearer ad of the Templar below.  Also, take a gander at the watches in the database that have been confirmed as a Templar.  I think you'll see the differences I'm describing.

Also note the minute trac appears to be fatter and more curved shape than the ad watch. It could be a photo illusion but I don't think so.
