Cased and Timed by Precision Watchcraftsmen Case

Has Bulova ever used a case with a caseback marked Cased and Timed by Precision Watchcraftsment?  I suspect that the watch I have has been recased but it looks quite good together.

I don't think the case is by Bulova. Those expressions engraved on the back appear on many other brands, but not Bulova. Inside the case should be a casemaker's mark of some kind, or a generic country of origin mark.

Yup it is a Hong Kong case.

Yep, looking at the movement in the case would also indicate it's aftermarket and not original.

A lot of Swiss makers used HK cases starting as far back as the late 50's, this practice continues to this day. Bulova didn't start doing it until the late 70's-80's.
